Collaborative Approach
The Strategy and Roadmap underscores the importance of collaboration among federal government agencies, industry, academia, national laboratories, state, local, and Tribal communities, environmental and justice communities, labor unions, and various stakeholder groups to accelerate progress and the adoption of clean hydrogen in the market. It sets specific targets, market-driven metrics, and actionable steps to gauge success across different sectors. To implement the national hydrogen strategy, the Biden-Harris Administration has established the Hydrogen Interagency Task Force to promote a comprehensive government approach to clean hydrogen.
Legislative Context
This initiative is in response to the requirements outlined in section 40314 of the Infrastructure Investment and Jobs Act (Public Law 117-58), also known as the Bipartisan Infrastructure Law (BIL). The draft of this document was made available for public comment in September 2022, and the final version of the report was shaped by stakeholder input, further analysis on market adoption, and engagement across various federal agencies and the White House Climate Policy Office. Additionally, the report will be updated at least every three years as mandated by the BIL, providing ongoing opportunities for stakeholder feedback.
